Proposal for monthly support of VND 3.63 million for students in engineering and technology fields

Students in fundamental sciences, key engineering disciplines, and strategic technologies may be eligible to receive a monthly allowance of VND 3.63 million, according to a proposal by the Ministry of Education and Training (MOET).

On June 20, the MOET introduced a draft decree outlining scholarship policies for students pursuing studies in these prioritized fields, during a working session with several universities in southern Vietnam.

According to Mr. Ngo Van Thinh, Deputy Director of the Department of Planning and Finance, undergraduate and graduate students in both public and private institutions are expected to receive a monthly living allowance of VND 3.63 million for up to 10 months per academic year. This amount is equivalent to the current support level for teacher training students.

Additionally, students and postgraduate learners with excellent academic performance may be granted full tuition scholarships. Those in the "good" and "fair" categories may receive scholarships covering 70% and 50% of tuition fees, respectively. The specific scholarship amounts will be based on the tuition fee cap set by the government.

Mr. Thinh emphasized that fundamental sciences, key engineering disciplines, and strategic technologies play a critical role in driving innovation, enhancing production capacity, and improving national economic competitiveness.

However, the current human resources in these three fields remain limited in both quantity and quality. Many sectors are facing a shortage of highly qualified personnel, particularly well-trained young engineers and scientists with strong practical skills.

This reality highlights the urgent need for government-backed scholarship policies to attract and retain talented learners—especially those from disadvantaged backgrounds with outstanding academic potential.

The Ministry of Education and Training also noted that in recent years, the number of students pursuing STEM disciplines has grown by over 10% annually. STEM students currently account for approximately 27–29% of the total student population (about 560,000–600,000 individuals). In contrast, STEM enrollment rates are 46% in Singapore, 50% in Malaysia, and range between 35–39% in countries like South Korea, Finland, and Germany.

Vietnam aims to expand its STEM training programs to over one million learners by 2030, with approximately 60% specializing in Information and Communication Technology and Digital Technologies.
