Regarding the implementation of the policy system for students

in the second semester of 2022-2023 academic year

The University of Natural Sciences announces the implementation of the policy system for all regular system students in the second semester of the academic year 2022-2023 as follows:

  1. WAIVER, REDUCTION OF TUITION FEES (WRTF)

Based on Decree No. 81/2021/NĐ-CP of the government dated August 27, 2021, which regulates the tuition fee collection and management mechanism for educational institutions within the national education system and the policies for tuition fee exemption, reduction, and study cost support; service prices in the education and training sector.

1.1 Eligibility and documentation for the consideration of tuition fee waiver or reduction:

Individuals credited with contributions to the revolution and relatives of those credited with contributions to the revolution. Specifically:

  • Students who are children of pre-January 1, 1945 revolutionary activists; children of revolutionary activists from January 1, 1945, to the August Revolution in 1945.
  • Students who are children of Heroes of the People's Armed Forces; children of Armed Forces Labor Heroes during the resistance war.
  • Students who are children of martyrs.
  • Students who are children of war invalids.
  • Students who are children of disabled veterans.
  • Students who are children of individuals entitled to policies similar to those for war invalids.
  • Students who are children of revolutionaries affected by chemical toxins.
  • Students who are children of Revolutionaries, resistance fighters, defenders of the homeland, fulfilling international obligations captured or exiled by the enemy; those who participated in the national liberation struggle, defended the homeland, fulfilled international obligations; individuals who supported the revolution
  1. Tuition Fee Exemption/Reduction Request Form.
  2. Certified copy of the birth certificate.
  3. Confirmation document verifying the status as an eligible individual issued by the authority managing individuals with contributions, confirmed by the Commune People's Committee.
  4. Commitment letter.

Orphaned students without a means of support, aged not exceeding 22 (as stipulated in Article 5 Section 1 of Decree 20/2021/ND-CP dated March 15, 2021, regarding social assistance policies for social protection beneficiaries)

  1. Tuition Fee Exemption/Reduction Request Form.
  2. Social allowance decision by the Chairman of the People's Committee at district level.
  3. Commitment letter.

Students with disabilities
  1. Application for WRTF (Waiver, Reduction of Tuition Fees)
  2. Certificate of disability issued by the Commune People's Committee or Decision on social support by the Chairman of the District People's Committee
  3. Commitment letter

Students are ethnic minorities from poor or near-poor households
  1. Tuition Fee Waiver/Reduction Request Form
  2. Certified copy of birth certificate
  3. Certified copy of household registration book or certificate of being a poor or near-poor household (year 2023).

Students who belong to very few ethnic minority groups (La Hu, La Ha, Pa Then, Lu, Ngai, Chut, Lo Lo, Mang, Cong, Co Lao, Bo Y, Si La, Pu Peo, Ro Mam, Brau, O Du) with permanent residency in economically and socially challenging or extremely difficult regions.

  2. Certified copy of the Birth Certificate.
  3. Certified copy of the Permanent Residence Book.

STUDENTS ARE EXEMPTED FROM 70% OF TUITION FEES

Students belonging to ethnic minority communities in extremely difficult hamlets/villages, region III ethnic areas and mountainous regions, particularly challenging coastal and island areas (refer to the list of documents as regulated in section 1.3).

- When submitting their documents, students must clearly state the decision number in section 1.3 in the Tuition Fee Waiver/Reduction application

STUDENTS ARE EXEMPTED FROM 50% OF TUITION FEES

Students who are children of officials, civil servants, employees, or workers where either parent has suffered a workplace accident or contracted an occupational disease and receives regular allowances

  1. Request for Tuition Fee Waiver/Reduction (MGHP)
  2. Certified copy of the birth certificate.
  3. Certified copy of the monthly allowance record for the parent who suffered a workplace accident or contracted an occupational disease, issued by the social insurance organization.
  4. Commitment letter.

1.2 Regulations on tuition fee exemption and reduction:

  • Tuition fee exemption and reduction will be implemented throughout the period of study at the institution.
  • The state compensates for tuition fee exemptions and reductions for public vocational education and higher education institutions to implement the policies for individuals eligible for fee waivers and reductions according to the fee ceiling specified in Decree No. 81/2021/NĐ-CP of the government dated August 27, 2021.
  • The budget for compensating tuition fee exemptions and reductions will be allocated based on actual study time, not exceeding 10 months per academic year, disbursed to the students twice a year (only applicable to the two main semesters, not for summer and re-sit semesters).
  • In cases of overlapping eligibility for tuition fee waivers and the support of study costs specified in this Decree with other legal documents providing higher support, the higher support from the other legal documents will be granted.
  • The policy of tuition fee exemption and reduction does not apply to cases receiving a salary and living expenses when attending school, to postgraduate students, and researchers.
  • The preferential policy on tuition fee exemption and reduction will not be applied to individuals who have previously enjoyed this benefit at one vocational education or higher education institution and continue their studies at another institution of the same level and degree. If a student eligible for tuition fee waivers and reductions simultaneously studies at multiple educational institutions or within multiple faculties or fields within the same institution, they will only receive one benefit.
  • The policy of tuition fee exemption and reduction, as well as study cost support, is not applicable when the individual is under disciplinary actions like suspension or termination of studies, academic probation, retaking courses, or additional studies. In cases where a student has to stop studying, retake courses, or be on academic probation (not more than once) due to illness, accidents, or unavoidable reasons not related to disciplinary issues or voluntary withdrawal, the head of the educational institution will consider allowing the continuation of studies as per regulations and the continuation of the student's entitlement to the support policies specified in this Decree.

1.3 List of extremely difficult hamlets/villages, Region III ethnic areas, and mountainous areas, particularly challenging coastal and island areas:

  • Decision No. 131/QĐ-TTg dated January 25, 2017, of the Prime Minister approving the list of particularly challenging coastal and island areas for the period 2016 - 2020.
  • Decision No. 861/QĐ-TTg dated June 4, 2021, of the Prime Minister approving the list of Region III, Region II, Region I, belonging to ethnic minority areas and mountainous regions for the period 2021 - 2025.

1.4 Notes:

  • Students who were granted tuition fee exemptions or reductions in Semester 1 of 2022-2023, belonging to poor households or near-poor households (category 4), must submit a copy of the household poverty certificate for 2023; other categories are not required to resubmit their documents.
  • The institution only implements tuition fee exemptions or reductions for regular courses and does not apply exemptions or reductions for retaken courses and chemical costs (if any).

3. Policies for Minority Ethnic Students (SVDT)

3.1 Targeted Students:

  • Undergraduate students from minority ethnic groups in poor or near-poor households.
  • Not applicable to recruited students, policy-assigned students enrolled in higher education after completing preparatory programs.

3.2 Support Policy: Support for study expenses at 60% of the basic salary and granted for 10 months per academic year, the duration corresponding to the formal training period.

3.3 Document Procedures:

  • Application form for study expense support (see the attached file).
  • Certified copy of the poor/near-poor household certificate issued by the district People's Committee (for the year 2023).
  • Copy of birth certificate.
  • Commitment letter (see to the attached file)

4. Policies for Students with Disabilities (SVKT)

4.1 Eligible Students:

Undergraduate students with disabilities in poor or near-poor households.

4.2 Scholarship Policy:

Entitled to a scholarship each month at 80% of the government's basic salary per semester, granted for 10 months per academic year.

4.3 Assistance for Transportation and Study Supplies:

Financial aid for purchasing transportation and study materials of 1,000,000 VND per person per academic year.

4.4 Document Procedures:

Notarized copy of the disability certification issued by the competent authority as per the state regulations.

Certified copy of the poor/near-poor household certificate issued by the district People's Committee (for the year 2023).

5. APPLICATION SUBMISSION TIME AND METHOD:

Students falling under the listed categories should submit their scholarship and policy-related documents in both digital and paper format.

- Paper-based documents: directly submitted to the Student Affairs Office (at campus 1 or campus 2) from 14/02/2023 to 28/2/2023.

- Electronic documents: students should use the university-provided email to submit electronic documents to the Student Affairs Office (congtacsinhvien@hcmus.edu.vn) from 14/02/2023 to 28/2/2023 following the guidelines:

  • Subject: Student ID - Scholarship code Semester 2/22-23 (submit a single email)
  • Attached file name: Student ID - [abbreviated policy name in sections 1,2,3,4]

Each policy should be saved as a single .pdf file: all documents must be scanned/photographed in sequence from top to bottom as listed in the "required documents" section.

Example: if a student with ID 21110000 is applying for 4 policy supports, the email should have the following information:

Subject: 21110000-Scholarship code Semester 2/22-23

Four attached files named: 21110000-MGHP, 21110000-TCXH, 21110000-SVDT, 21110000-SVKT.
